Coronavirus Government Response Tracker

Oxford University has been tracking government responses to the outbreak: "OxCGRT collects publicly available information on 11 indicators of government response (S1-S11). The first seven indicators (S1-S7) take policies such as school closures, travel bans, etc. are recorded on an ordinal scale; the remainder (S8-S11) are financial indicators such as fiscal or monetary measures."

This policy tracker from Yale University "follows economic interventions by central banks, fiscal authorities, and international organizations aimed at combating the negative effects of the coronavirus pandemic and restoring financial stability. The tracker will also highlight significant proposals from government representatives and institutions."

The Institute for International Finance is producing reports and analyses of the effects of the pandemic on international capital flows and the implications of shifts in capital flows on lower-income countries. There are also datasets for states' policy responses and regulatory measures.

A "[d]atabase of state policies on closures, shelter-in-place orders, housing protections, changes to Medicaid and SNAP, physical distancing closures, reopening, and more created by researchers at the Boston University School of Public Health. Policies included are state-wide directives or mandates, not guidance or recommendations. In order for a policy to be included, it must apply to the entire state."

Daily data on U.S. states' policy responses to COVID-19, including calculated probabilities of states adopting measures that haven't yet been adopted. The data are from Carl Klarner, a prominent scholar of state politics.

Governments' Responses to COVID-19

This dataset "tracks governments’ responses to COVID-19 all around the world. The dataset is at the country-level and covers the January-April 2020 period. It tracks 17 measures – 10 public health measures and 7 economic measures – taken by 228 governments. The tracking of the measures allows creating an index of the rigidity of public health measures and an index of economic response to the pandemic."

This dataset "measures public health government responses to COVID-19 at all levels of government throughout the world. The PPI measure considers the extent of COVID-19 policy responses in the following categories: state of emergencies, border closures, school closures, social gathering and social distancing limitations, home-bound policies, medical isolation policies, closure/restriction of businesses and services, and mandatory personal protection equipment. The coding for public health policies is based on government websites and reputable news sources reporting adoption of these policies." These data from the Kaiser Family Foundation cover topics such as cases/deaths, social-distancing measures, testing, and other policy responses. Note that there are links to other COVID-related resources from the KFF, as well.

From the International Monetary Fund: "This policy tracker summarizes the key economic responses governments are taking to limit the human and economic impact of the COVID-19 pandemic. The tracker includes 193 economies." Note the IMF's caveats about comparing responses across countries and the extent to which the database will cover policies automatic stabilization measures that predate the pandemic.

The Organization for Economic Co-operation and Development (OECD) has its own portal for COVID-19-related resources, including analyses and commentaries, statistical profiles of OECD members, data on health systems and infrastructure, and a policy-tracking dataset focusing on measures to address the economic consequences of the pandemic.
